Yes, it is harsh, but here in Oz the fine for a jutting elbow is $298 - Approx. R2,700 in your language. More often than not however, you'll be cautioned and sent on your way.
DeleteEver since a friend of mine in South Africa lost his arm for exactly that reason when a stolen truck side-swiped him, I've come come to accept the need for the penalty. True story.
